An owner recording their own mileage before a sale has an obvious interest. The problem is structural, not moral.

Paper stamps are trivially reproduced

A service booklet is a printed artefact. Nothing about it resists a determined seller with a rubber stamp.

Honest sellers cannot prove it

A genuinely well-maintained car looks identical to a badly maintained one with a good story, so the honest seller gets the same discount.

Every buyer pays a margin for the possibility of deception, which is a tax on the people who were telling the truth.
